Speaking in Parliament, Dr. Hilaire outlined the programme’s performance during the fiscal year from April 1, 2023 to March 31, 2024, revealing significant financial gains and improvements in operational efficiency.
According to the minister, “the Citizenship by Investment Unit recorded a 296 per cent increase in revenue, rising from EC $60.6 million in 2023 to EC $240.2 million by the end of March 2024. The annual operating surplus also saw a notable jump, 294 per cent, from EC $22.8 million to EC $89.9 million.”
Despite public speculation about inflated application numbers, Dr. Hilaire reported that a total of 1,248 applications were processed during the year under review. “Where is the 40,000 that they spoke about?” he questioned, dismissing unfounded claims.
He also emphasised the government's continued cooperation with international partners, particularly the United States. Saint Lucia, he said, has implemented all six key principles agreed upon with the U.S. State Department, aimed at safeguarding the integrity and transparency of the CIP.
The minister’s address sought to reassure stakeholders that despite earlier administrative delays, the programme is not only stable but flourishing, with international credibility firmly intact.
